There's no way to turn the "send a message" option off. However, since messages sent that way by default send an email to the user with the message in the body of the email, if you're using student email accounts you may have some ability to meet your oversight expectations. If students are given a gmail+ account for logging in (e.g., class+student1@gmail.com), then all emails go to the teacher with the class@gmail.com address and anything inappropriate can be intercepted.
